Data-Driven P3 Feasibility Analysis and Grassroots Public Outreach

MSS performed comprehensive financial feasibility analyses, risk profiling, and structured advanced P3 models to clearly define partner roles and long-term commitments. Parallel to the technical track, we designed and executed a massive grassroots campaign.
