01. Challenge

Overcoming Manual Reporting Across Massive Multi-Department Funding

A mid-sized city was handed the monumental task of distributing, tracking, and evaluating $498M in American Rescue Plan Act (ARPA) funds across 21 departments and over 255 separate projects. Without a unified data structure, the administration was trapped in slow, manual reporting workflows. This operational bottleneck blocked the Mayor's Office from getting real-time visibility into project performance, put federal deadlines at risk, and hindered clear, transparent communication with the public.

02. Solution

Building Automated Analytical Workflows and Impact-Focused Frameworks

Our team designed and deployed a comprehensive Evaluation and Program Management Plan, supported by an automated data analytics pipeline, to eliminate manual data-entry errors. Through this data-driven framework, we published the City's first official Annual Evaluation Report (AER) to measure how effectively recovery projects were reversing historic disinvestment and pandemic impacts. Simultaneously, we structured the underlying data feeds to power the City’s transparency portal.

03. Impact

Transitioning to Modern, Scalable Governance and Public Trust

Our automation directly eliminated roughly 160 hours of manual data entry each month, allowing personnel to shift their focus from administrative tracking to high-level strategic improvements. By opening clear lines of public access to data, residents can now trace exactly how their recovery funds are being spent. Furthermore, officials now possess the long-term analytical tools required to assess individual program performance and choose which pilot initiatives should become permanent features.
