01. Challenge
Transitioning 100,000 Intersecting Businesses to a New Regulatory Framework
New York City's existing commercial sanitation landscape was incredibly inefficient, with 90 independent private hauling companies operating completely unstructured, overlapping routes across the five boroughs. To curb severe traffic congestion, reduce heavy greenhouse gas emissions, and boost safety, the city passed Local Law 199. This mandated transitioning 100,000 highly diverse storefronts into an entirely new Commercial Waste Zone (CWZ) framework, requiring a massive outreach effort to prevent non-compliance across small business sectors.
02. Solution
Scaled Associate Field Operations and Multi-Platform Analytics Tracking
As the prime contractor on this high-priority mobilization, our team built, trained, and managed a workforce of 60+ Outreach Associates to perform thousands of hyper-localized site visits and pop-up engagements daily. To connect with the city's diverse business community, our teams communicated across 24 distinct languages. On the backend, we built an end-to-end data system integrating outreach data with live PowerBI dashboards to map real-time field progress and continuously optimize outreach routes.
03. Impact
Driving a Historic Reduction in Municipal Exhaust and Route Silos
Our field campaign successfully streamlined the transition of 100,000 businesses into the cleaner, more structured CWZ system. By replacing chaotic, intersecting transit paths with zoned service areas, this project drives a historic, long-term reduction in heavy vehicle exhaust pollution and simplifies urban sanitation workflows. The solid data architecture we established gives the Bureau of Commercial Waste complete, transparent oversight to manage outreach effectiveness seamlessly.
