MSS designed and delivered a gamified blended learning program and equipped a workforce development agency staff with the foundational analytical skills, tools, and confidence to turn data into action and strengthen internal decision making.

Cultivating Agency-Wide Data Fluency
and Self-Service Analytics
An Office of Paid Family Leave struggled to build internal capacity to develop data-focused products (e.g., dashboards, reports) to support data-driven decision-making. There was an urgent agency need to train staff with vastly different levels of data fluency and technical aptitude to efficiently respond to data requests and develop dashboard tools for continuous monitoring.
02. Solution
Comprehensive, Gamified, and Blended Learning Program
MSS designed a gamified curriculum with role-based tracks (Viewers, Owners, Builders) where participants learned by building real, production-ready dashboards requested by agency leadership. We delivered a blended learning program (ILT, coaching, micro-learning) paired with a Train-the-Trainer (T3) model, equipping advanced users to serve as peer mentors for long-term program sustainability.
03. Impact
Empowered a Self-Sustaining, Data-Fluent Workforce
Our team successfully upskilled over 20 internal staff to independently build, optimize, and troubleshoot the agency's data architecture and Tableau ecosystem. We fostered a culture of data-driven decision-making across the agency, evidenced by high engagement in the gamified learning tracks and the successful internal deployment of operational dashboards.
